When It Rains, Lou Reid's 1991 solo release on Sugar Hill (SH-CD-3788), was recorded while Reid was lead singer and guitarist with the Seldom Scene — the second-generation Scene lineup that had succeeded John Starling and Phil Rosenthal in the late 1980s. Reid had come to the Scene from Doyle Lawson & Quicksilver and had built one of the most respected lead voices in second-tier bluegrass. The solo album frames his clear lead with a working band of Sugar Hill regulars; the program runs through the contemporary songwriting and progressive bluegrass arrangements that had become Reid's signature. He would carry the Seldom Scene lead-vocal chair through 1992, then continue as a solo and band leader in his Carolina act through the next two decades.
